How PayPal Failed to Act Despite Overwhelming Evidence of Fraud



For over a month, I have been fighting a battle that should never have lasted more than a few days. What started as a cryptocurrency scam has evolved into a damning indictment of PayPal’s complete failure to protect its customers and their shocking willingness to harbor criminals on their platform.



The Crime: A Sophisticated Cryptocurrency Scam



In what appeared to be a legitimate business opportunity involving YouTube video production work, I became the victim of an elaborate cryptocurrency fraud. The perpetrator, operating as a merchant on PayPal, convinced me to send payment in cryptocurrency for services that were never delivered. This wasn’t a small transaction - this was a significant financial loss that has had real impact on my life.



The Evidence: A Mountain of Proof Ignored



When I discovered the fraud, I didn’t just file a simple complaint and hope for the best. I launched a comprehensive investigation and gathered evidence that would make any law enforcement agency proud:


  • 227 photographs documenting every aspect of the fraudulent transaction

  • Complete communication records with the fraudster

  • FBI IC3 complaint filed with the federal cybercrime unit

  • Complaint filed with the Puerto Rico Cybercrime Unit

  • Report to Warner Brothers (whose logo was being used fraudulently)

  • YouTube complaint for the fake video production scheme

  • LinkedIn report identifying the criminal’s profile

  • Interpol notification for international awareness



This level of documentation is extraordinary. Most fraud cases are resolved with far less evidence than what I provided to PayPal.



PayPal’s Shameful Response: Protecting Criminals Over Customers



Despite providing this overwhelming evidence of criminal activity, PayPal’s response has been nothing short of scandalous:



Broken Promises and Lies



  • Initially promised to contact me within 72 hours - never happened

  • Changed the timeline to two weeks - still no contact

  • Weekly calls to PayPal result in different excuses each time

  • Now claim they “don’t have to inform” me because it’s “confidential”




Complete Communication Breakdown



  • Zero acknowledgment of receiving the extensive evidence package

  • No response from PayPal’s legal department

  • No case reference number provided

  • No status updates despite repeated requests




The Most Damning Evidence: The Criminal Remains Active



While PayPal ignores my documented evidence, the criminal continues to operate freely:


  • Still active on PayPal as a merchant

  • Still maintaining LinkedIn profile

  • Still active on Facebook - even had the audacity to send me a friend request

  • Continuing to victimize others while PayPal does nothing




The Bigger Picture: PayPal’s Systemic Failure



This case reveals several alarming truths about PayPal’s operations:



1. Evidence Doesn’t Matter



When a customer provides FBI reports, Interpol notifications, and 227 pieces of photographic evidence, and PayPal still takes no action, it’s clear that their fraud prevention system is fundamentally broken.



2. Customer Communication is Non-Existent



PayPal’s refusal to provide updates, case numbers, or even acknowledge receipt of evidence shows a complete disregard for customer service and transparency.



3. Criminal Protection Over Customer Protection



By allowing known fraudsters to continue operating on their platform after being provided with extensive evidence, PayPal is effectively providing sanctuary to criminals.



4. Zero Accountability



PayPal’s claim that their investigation process is “confidential” is a convenient excuse to avoid accountability and transparency with fraud victims.



The Real Cost of PayPal’s Negligence



This isn’t just about one fraud case - it’s about PayPal’s systematic failure to protect its users. When criminals know they can operate with impunity on PayPal’s platform, it creates a safe haven for fraud that victimizes innocent people worldwide.


The message PayPal is sending is clear: commit fraud on our platform, and we’ll protect your identity and right to continue operating, even when law enforcement agencies are involved.



My Case is Not Isolated: A Pattern of Systemic Failure



Unfortunately, my experience is not unique. A review of recent customer complaints reveals a disturbing pattern of PayPal’s negligence toward fraud victims and complete failure in customer service:



Recent Documented Cases (2024-2025):



July 2025 - Trustpilot Reviews:


  • “Paypal are protecting SCAMMERS and not their customers. Think hard about using PayPal. They allow SCAMMERS to use their platform”

  • “2 $2000 payments were sent without my knowledge. I sent a claim about the fraud the same day. They said it’s legit so I have to pay. They did no real investigation and do not protect their customers.”

  • “My account was charged without my consent. I opened a dispute. However, Paypal did nothing to resolve the issue, stating it was rightful transaction.”



Customer Service Failures:


  • “Horrible service. The representatives barely speak English and it is hard for them to understand you and for you to understand them. They authenticate you over and over again but NEVER help you.”

  • “PayPal’s service is absolutely terrible in every way… I tried calling customer support during their stated hours (6 AM to 6 PM), but all I got was an automated robot. No human help whatsoever, no resolution.”



Fund Seizure and Account Limitations:


  • “After around 10 years with Paypal, I found that this bunch of thieves had blocked my account… I have 18K+ in Paypal. I am unable to pay rent or send my granddaughter to school… NEVER EVER TOUCH PAYPAL.”

  • “My account was permanently limited on 04/07/2025, and I was told I can’t access my funds for 180 days… I’ve sent two emails with full documents and heartfelt explanations, but all I received were cold, copy-paste replies”




The Evidence is Overwhelming



PayPal’s Trustpilot Rating: 1.3/5 stars - rated “Bad” based on over 34,000 customer reviews. This abysmal rating reflects a company that has systematically failed its customers.


Recent complaints from Trustpilot (July 2025) and Consumer Affairs show identical patterns to my experience:


  • Fraud reports ignored or dismissed without proper investigation

  • Customer service that provides no actual service

  • Funds frozen or seized without justification

  • Zero accountability or transparency in their processes

  • Protection of scammers while abandoning legitimate customers




A Call for Action



PayPal markets itself as a trusted financial platform, but the evidence reveals the truth: they are more interested in protecting criminals than customers. They have created an environment where fraudsters can operate freely, knowing that even when caught with overwhelming evidence, PayPal will do nothing.


This level of corporate irresponsibility is unacceptable. Customers deserve better. Victims deserve justice. And criminals should not find safe harbor on platforms that claim to prioritize security and customer protection.



The Questions PayPal Must Answer



  • Why does a criminal remain active on your platform after FBI reports?

  • Why do you refuse to communicate with fraud victims?

  • Why is “confidentiality” more important than customer safety?

  • How many other victims are you ignoring while protecting their criminals?



Until PayPal answers these questions and takes meaningful action, customers should be aware: when you use PayPal, you’re using a platform that has demonstrated it will protect the criminals who victimize you rather than standing with you when you become a victim.


The evidence is overwhelming. The negligence is documented. The protection of criminals is undeniable.
